Description: D-OMB Circular A-76: DoD Public-Private Competition of the logistics functions performed at DoD Education Activity (DoDEA), Domestic Dependent Elementary & Secondary Schools (DDESS), Fort Benning and Robins Air Force Base, GA. In accordance with the procedures specified in the revised OMB Circular A-76, May 29, 2003, this notice represents the formal public announcement and official start date of a Standard Competition for work being performed at the ten DDESS locations at Fort Benning and Robins AFB, GA. The incumbent service providers are DoD civilians (36 full-time equivalents). Prospective service providers are advised that that draft performance work statement will be available within the next 10 days. The agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Raymond F. DuBois, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official (CCSO) for this announcement is Dr. Joseph D. Tafoya, Director, DoDEA. The date of this public announcement is the official start date for this competition and the projected end date of the competition is January 2006. POC for questions is Monica E. Kelliher-Hamby, Chief, Competitive Sourcing Program Office, DoDEA. This is not a Request for Proposal; rather it is a request for comments on the draft Performance Work Statement (PWS) and attachments. The draft PWS and attachments will be posted to the GovWorks website at: http://www.govworks.gov/vendor/csolicit.asp under the heading of RFP 1435-04-05-RP-44295, Facility Support Services for DODEA. The North American Industry Classification System (NAICS) code for this acquisition is 561210, "Facilities Support Services" and the size standard is $30 million. We anticipate that this project will be set aside 100% for small business.
