- The Contractor shall be responsible for and provide all labor, equipment, supplies, and materials to evaluate existing wildlife data to determine if any relationship exists between wildlife trends (population changes and/or changes in activity/occupancy) and energy development on the PAPA. Additionally, the project will examine whether current wildlife protection stipulations or conditions of approval (regulations used as protective measures for wildlife or habitats) are working as intended in the PAPA EIS and effective in mitigating impacts from energy activities. The Contractor shall use existing wildlife data (monitoring reports and BLM GIS files) and evaluate it against data from energy development (from BLM files or databases). The wildlife data is readily accessible, but the energy development data will have to be acquired through the existing databases that track the development of energy related infrastructure (roads, wells, pipelines, etc.). A list of management questions and areas of evaluation shall be created by the contractor with assistance from biologists from the BLM and Wyoming Game and Fish Department.
