Description
The U.S. Army Corps of Engineers Galveston District has a requirement for the above subject. This is not a solicitation announcement and not a request for proposal and does not obligate the government to any contract award. The purpose of this Sour ces Sought is to determine interest and capability of potential Small Business Concerns to perform as prime contractors for this service. Responses to this Sources Sought will be used by the government to make an appropriate procurement decision. It is r equested that you review the scope of work listed. Scope of work: General - Provide PM services as required by the manufacture to maintain generator in a 100% state of readiness 24/7/365. Attached is a general guide and recommendation for generator PM services. Contractor will ensure PM services recommended specificall y for this generator set by Caterpillar? are followed. Oil analysis is a key element of the program. Contractor will comply with all applicable regulations regarding safety, and motor vehicle operation while on Fort Point Reservation. Contractor maintains certifications and ensures all work is performed by qualified technicians. Contractor will obtain c learance from building security and wear Corps I.D. bade at all times while on the Fort Point Reservation. Monthly PM Service & Inspection Engine Lubrication System " Check oil level and top off " Check oil pressure using unit-mounted gauge " Check engine for unusual oil leaks Fuel System " Check fuel pressure (if equipped) " Inspect fuel system for leaks " Drain water trap and or clean separator Intake and Exhaust System " Check all hoses and connections " Visually check air cleaner " Check turbocharger " Inspect exhaust manifold, muffler and pipes Governor " Check all linkages & ball joints (if applicable) " Check oil in governor (if applicable) " Check any unusual oil/fuel leakage Cooling System " Check coolant level & inhibitor content, top off if needed " Check temperature of jacket water heater(s) " Check condition of all belts, hoses and connections " Inspect radiator/heat exchanger for blockage/leaks " Check water pump Engine Electrical Starting System " Check battery cap vents (lead acid only) " Check battery water levels & adjust (lead acid only) " Visually check batteries & connections " Check battery charging system for operation. Adjust as needed. Generator " Check generator & instruments under building load (if possible) " Check general appearance of air screen " Lubricate bearing " Check appearance of slip rings & brushes Engine Controls " Check instruments for normal function " Verify controls set on auto " Operator generator circuit breaker General " Visually check engine mounts " Visually check complete unit Start & Run the Engine " Attempt multiple starts to ensure proper start " Allow engine to reach normal operating temperature " Monitor gauges and engine performance " Visually inspect and check engine while operating for any deficiencies or problems Annual P.M. Service " Perform all items as recommended for the monthly, quarterly and or semi-annual inspections. In addition, do the following services as required: " Collect oil sample for analysis " Drain crankcase oil and replace with new oil based on sampling analysis recommendations " Remove and replace oil and fuel filters " Inspect air filter(s) and replace elements as required " Clean, adjust or replace as necessary the spark plugs, ignition contact points and condenser Load Bank Testing (Optional Additional Charge) " If you are not able to apply a load of 50% or greater for a minimum of 2 hours annually, load bank testing is recommended. This serves to burn off harmful deposits in the combustion chamber, injector nozzles, exhaust system, and to check for proper engi ne cooling " Megohmeter Test (Optional Additional Charge) " When humidity, dust or dirt is at extremes around the generator environment, megohmeter testing is recommended. Megohmeter readings below one megohm resistance to ground indicate that some sort of corrective action is needed. Every Three Years " Drain and replace coolant " Remove and replace batteries (lead acid only) " Remove belts and hoses If you can meet all the requirements for this project please respond by fax to U.S. Army Corps of Engineers, ATTN: Traci Robicheaux, 409-766-3010. Firms responding to this Sources Sought who fail to provide ALL the required information will not be used to help the government make the acquisition decision which is the intent of this Sources Sought.
