Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotes are bei ng requested and a more detailed solicitation is available on the Vicksburg Consolidated Contracting Office (VCCO) Web Page at http://www.mvk.usace.army.mil/contract/, which includes exhibits that could not be posted at this site. Hardcopies will not be a vailable. Solicitation Number W912EE-05-T-0050 is being issued as request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-05 Correction. This is UNRESTRICTED under NAICS Code 212313 (SIC 1423) with number of employees not exceeding 500. The US Army Corps of Engineers (USACE), Vicksburg, Mississippi, River Operations Branch has a requirement for providing all p lant, labor, equipment, materials and supplies necessary to furnish and deliver 27,550 tons of R-650 rip rap. All stone shall be delivered by flat top barges measuring not less than 35' wide by 195' long and each barge shall be equipped with a bull rail o n one side. The contractor shall deliver the stone to Mississippi River Mile 304, Junction of the Mississippi River and Old River. The Government will transport the loaded barges to Red River Mile 40.0 for unloading and return all empties to the point of delivery. The contractor shall commence delivery of the stone within 7 days after notification from the Contracting Officer or Contracting Officer's Representative. Upon notification to deliver, the stone shall be shipped in intervals at no more than 5 barges per shipment. Commencement of each interval shipment will be coordinated between the Government representative and the Contractor to accommodate construction progress. Demurrage shall be paid to the contractor in the event unloading operations by the Government are delayed. Demurrage charges shall begin after the barges have been retained more than 30 days from the date of receipt of the barge at the delivery point. All R-650 rip rap shall meet the requirements of all applicable sections of the s pecifications, Section 02380, Stone Protection for Structures. Measurement for all stone delivered will be by the barge displacement method with measured weights rounded to the nearest whole ton. This procurement may be quoted as follows: Line Item 0001 - Supplies/Services: Provide all plant, labor, equipment, materials and supplies necessary to furnish and deliver R-650 rip rap; Estimated Quantity: 27,550 tons; Unit: Net ton (2,000lb); Unit Price: $______________; Total Amount for Line Item 0001: $_____ _________. Line Item 0002 - Supplies/Services: Demurrage; Estimated Quantity: 1; Unit: Days; Unit Price: $_____________; Total Amount for Line Item 0002: $______________. Grand Total for Line Items 0001 thru 0002: $_______________. Delivery is not later than 8 September 2005. FOB: Destination. Award shall be made to the responsive and responsible offeror whose quote is determined to be the lowest price and technically acceptable. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer.
