- This requirement is for licenses for 54 copies a commercial off-the-shelf (COTS) software program called Budget Builder that provides planning and forecasting tools for the Army National Guard Technician Program. The Government requires a COTS softw are package that can calculate all costs associated with hiring DoD technician employees to include costs associated with pay, benefits, retirement funds, health, life insurance, reimbursables, allowances, and other aspects. The software must be able to f orecast future payroll figures and provide detail payroll reports with breakdown of overtime and awards costs as well as full-time equivalency hours. Additionally, this software must have current DoD finance information to ensure accuracy of Government pl anning activities. It is the Governments intent to award a sole-source contract to purchase Budget Builder from Harless Software. Harless Software is the producer and sole distributor of Budget Builder Software and is the only known responsible source f or fulfilling this requirement.
