Description
NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this synopsis or solicitation until funds are available. The Government reserves the right to cancel this synopsis and/or solicitation, either before or after the closing date, with no obligation to the offeror by the Government. Provide all materials, labor, tools, equipment and design services to perform the following work in various buildings at Lajes Field, Azores: Select, provide and install an automated power factor correction system in the Air Field Lighting Vault or nearby standby generator building. The system shall increase power factor of the 400hp, 298.4KW rotary frequency converter circuit from the design 0.86 to between 0.93 and 0.96 under all conditions of airfield lighting system loading. The system will operate at the converter input voltage of 380V, 50Hz. North American Industry Classification System assigned to this acquisition is 238290. All work shall be in strict compliance with the statement of work and drawings. The project magnitude is estimated between $25,000.00 and $100,000.00 (EUR 25,785.00 and EUR 103,140.00). This procurement is RESTRICTED to Mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States dated 1995. The solicitation, plans, specifications & drawings will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the solicitation through their e-mail addresses. No telephone requests will be accepted. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The successful contractor will be selected using Past Performance Price Trade-off procedures. It is anticipated the solicitation will be issued electronically on or about 26 Aug 05 on the Federal Business Opportunities web page at http://www.eps.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or .exe.), MaxView/SourceView.exe, Audocad. More information concerning these viewers can be found on the EPS website. Note: Any prospective contractor must be registered in the CENTRAL CONTRACTOR REGISTRATION (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. It is recommend to register immediately in order to be eligible for timely award.
