Description
Posting: In conjunction with the Departments of Defense and Homeland Security, the FAA has a requirement to extend the service life of the ARSR-1, ARSR-2, and AN/FPS series radar systems, herein referred to as the Long Range Radar Service Life Extension Program (LRR SLEP). The scope of the effort includes the design, test, and implementation of a single configuration diplex mode solid-state transmitter to replace the redundant tube-type transmitter assemblies found in the current (68) ARSR-1, ARSR-2, and AN/FPS LRR systems. The contractor will be responsible for designing the modification, implementing and testing the design in a first article, sparing, installing Limited Production kits at key sites and supporting operational testing performed by the Government. The contractor will be required to ensure that the design of the modification maintains the existing antenna and CD-2 functionality as well as incorporates the existing receiver and search processing with modifications as required. The contractor will be required to ensure that the operational performance of the existing systems is not degraded by this modification, and ensure that there is no growth in environmental control requirements, power consumption, electromagnetic compatibility/interoperability requirements or technical risks relative to the legacy systems being replaced/modified without prior written approval from the Government. The contractor will be required to provide organic repair capabilities, such as test beds, equipment, tooling, hardware, and software for FAA Logistics Center depot support. Contractors interested in participating in a competitive procurement for the LRR SLEP are requested to submit a capabilities statement not to exceed 10 pages in length. Contractors should assure that the statement is received by the Contract Specialist not later than 4:00 p.m. Eastern Daylight Time, Sept. 6, 2005. It is requested that this statement address the following: ? Provide a synopsis of any technical expertise or experience with radar Service Life Extension Programs (SLEPs) and radar solid-state transmitter design, test, implementation and installation. ? Provide a synopsis of resources available to implement/provide a SLEP on critical NAS equipment. This would include both human resources as well as available facilities to store and repair system components. The FAA will not use the capabilities statements to screen or down select. Rather, they will be used to determine the range of contractor interest, experience, and capability. The FAA plans to issue a draft Statement of Work for comment to contractors responding to this market survey.
