Description
The Federal Bureau of Prisons (BOP), National Acquisitions Section, Central Office, Washington, D.C., intends to make a single award for the sponsorship of two (2) students of a Fellowship Program through a qualified provider of graduate medical education that will integrate into an existing program a correctional fellowship training program for licensed physicians who are doctors of medicine and doctors of osteopathy. At a minimum, the residency program must be accredited by the Accreditation Council for Graduate Medical Education (ACGME) or the American Osteopathic Association Council on Postdoctoral Training (AOACPT). The program will introduce physicians, via the fellowship program, to the field of correctional medicine through direct patient care activities to be performed within BOP correctional facilities under the mentorship of BOP Health Services staff. At a minimum, the fellowship program will consist of a one year curriculum that will include six months of combined didactic and hands on work under contractor supervision in both academic and community based settings. The remaining six months of clinical work may be performed at the Federal Medical Center, Butner, North Carolina, with possible clinical rotations at other BOP facilities, as agreed to between the BOP, contractor, and student(s). The contractor selected will be responsible for delivery of a well-organized and effective specialty didactic and clinical curriculum which will provide its students with direct progressive responsibility for patient management in correctional medicine in relationship to clearly defined goals for successful completion of the program. The contractor will be responsible for the program, to include integration of the BOP curriculum into the existing program, advertising the program, selecting and supervising faculty, programs staff, and student candidates selected for program participation. Students recruited by the contractor for participation in the program will be considered employees of the contractor during the term of their clinical rotation in BOP facilities, therefore, all incidental expenses, to include housing, transportation, insurance to include medical liability insurance, medical indemnification, and subsistence will be the responsibility of the contractor or individual student. During their clinical rotation, students are expected to be on call no more than every fourth night of their assignment. The contract type is a definite delivery/definite quantity contract with firm-fixed unit prices. The contract shall consist of a 12 month base year period and four 12 month option periods for renewal. This requirement is for the sponsorship of two students for the 12 month base year, and two students each proceeding option year period. The solicitation will be available on or about August 19, 2005, and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotes is August 31, 2005. The North American Industry Classification System code for this solicitation is 611310.
