- The Government intends to solicit and negotiate on a sole source basis with Ilex Engineering, 9250 Bendix Road North, Columbia, Maryland 20145 for 1 each Tempest LRGS-DOMSAT System, including receiver, 1.8m dish, LNB, interface card, Dell rack mounted computer, 19? monitor and cabling, Red Hat Enterprise Linus and LRGS software. 1 each Antenna installation includes mount, on-site tech. to mount, align dish, run cable, and verify system operation. 1 job Two-day on-site training, system conf., test and consulting. The preceeding items to be delivered to the NOAA/NOS/CO-OPS/FOD, 808 Principal Court, Chesapeake, Virginia 23320. Upgrade of NOS/FOD Seattle System, includes rack mount Dell computer, interface card and software. The upgrade of the Seattle system to be performed at NOAA/NOS/CO-OPS/FOD, 7600 Sand Point Way NE, Building 8, Seattle, Washington 98115. Delivery is 30 days after receipt of purchase order. Authority: 41 USC 253(c)(1). To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain (and provide on the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is 6695 and the NAICS Code is 334511, small business size standard is 750 employees. The government intends to award a firm-fixed price purchase order for this requirement. Ilex Engineering is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM August 24, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
