- NAICS Code: 334516 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement to procure a thermo-optical carbon analyzer with the following specifications. The analyzer must have (1) a minimum detectable limit of less than 0.5 ug/m3 (often essential for ambient measurements), (2) the ability to measure organic and elemental carbon with a time resolution at or less than 45 min duty cycle, and (3) the absence of interferences from absorbing gas phase constituents through the use of a carbon-strip denuder. This action is being pursued on a sole source basis because it is believed that no other semicontinuous carbon analyzers are available on the market with a sufficient time resolution (criterion 2) and precision (criterion 1) other than the analyzer provided by Sunset Laboratories. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. The NAICS Code 334516 applies with a small business size standard of 500 employees. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
