- NAICS Code: 514120 THIS IS NOT A REQUEST FOR QUOTATION Notice of intent to award a sole source contract to West Law, a determination not to compete this proposed purchase order has been made because West Law offers unique databases needed by the Agency's legal staff to perform thorough research. West Law has unique information and services which are essential to EPA attorneys and other legal staff performing day-to-day legal research tasks. A separate notice will be posted for award of a contract to Lexis Nexis for a different product. The Agency currently has subscriptions to both services because each has unique information which the Office of General Counsel has determined is essential to the performance of the Agency's legal staff. Responses to this notice must be submitted in writing within seven (7) calendar days after this electronic posting. Considerations of the responses are solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement.
