- This is a notice of intent to negotiate with the Bell-Boeing Joint Venture Team, RADM William A. Moffet Building, Suite 150, 47123 Buse Road, Patuxent River, MD 20670-1547 on an other than full and open competitive basis for the V-22 Price Reduction Program (PRP). The Naval Air Systems Command (NAVAIR) plans to issue a BOA order for the Non-Recurring Effort (NRE) associated with Cost Reduction Initiative (CRI) implementation; V-22 Affordability Team Support; and CRI tracking and validation. Additional orders may be placed to support incidental tasks. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The Bell-Boeing Team is the designer, developer and sole producer of the V-22 tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrications, performance, operation, maintenance and support characteristics of the V-22 tiltrotor aircraft. The period of performance is estimated to be 28 February 2006 through 30 September 2008. (Sole Source)
