- The following information is hereby incorporated into the combined synopsis/solicitation: (1) The following sentence is hereby deleted in its entirety: All Indian Owned business shall provide a breakdown of their costs to demonstrate that at least 50% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the Indian Owned business; and, is hereby replaced with the following: All Indian Owned business shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the Indian Owned business (prime). (2) Objective No. One: The following language is hereby is deleted in its entirety: Provide highly-specialized course in early reading instruction that is based on the scientific research that covers the components of reading instruction that is based on the scientific research that covers the components of reading instruction aligned with Reading First priorities and that effectively connects current research to direct, explicit instruction; and, is hereby replaced with the following: Provide a highly-specialized course in early reading instruction utilizing peer-reviewed published reading instruction materials that align with Reading First and is based on the scientific research that covers the essential component of reading instruction and that effectively connects current research to direct, explicit instruction. (3) The following is hereby added to Evaluation Factor No. 1b. Technical Approach: Please submit a copy of the published reading instruction course materials proposed to fulfill Objective No. One. Therefore, Evaluation Factor No. 1b. Technical Approach now reads as follows: 1b. Technical Approach: Describe your technical approach to accomplish each of the objectives and/or tasks delineated in the Scope of Work. Please submit a copy of the published reading instruction course materials proposed to fulfill Objective No. One. (4) This solicitation, RBK0E050014, is issued as a Request for Quotes (RFQ) under test procedures of FAR 13.5. All other terms and conditions remain unchanged and in full force and effect.
