- INVITATION FOR BID FOR A FIRM-FIXED PRICE CONSTRUCTION CONTRACT FOR THE U.S. ARMY CORPS OF ENGINEERS, NASHVILLE DISTRICT FOR FLOOD PROTECTION AT LITTLE LIMESTONE CREEK, JONESBOROUGH, TENNESSEE. The Corps of Engineers (COE), Nashville District, Nashv ille, TN intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract under NAICS code 237990. The solicitation is being advertised as full and open. The small business size standard for this requirement is $28.5 million. Th e estimated value of the contract is between $500,000 and $1,000,000.00. The Town of Jonesborough is in the extreme northeastern corner of Tennessee, 6 miles from Johnson City, in Washington County. The historic downtown area is subject to flooding from L ittle Limestone Creek and an unnamed tributary. The flood damage reduction project will carry the waters of the unnamed tributary directly into Little Limestone Creek and provide a 50 year level of protection for the downtown area. Major components of wor k in the Jonesborough Flood Protection Project are: (1) installation of approximately 480 LF of 6x8 precast concrete box culvert with associated headwall and endwall, 2) installation of 340 linear feet of 16 ductile iron sewer pipe, 3) installation of approximately 600 cubic yards of earthen berm, 4) installation of approximately 2500 square feet of interlocking block erosion protection, 5) drainage features to include catch basins, pipes with associated headwalls, manholes, and check valves, 6) a sphalt paving, 7) traffic control, 8) shoring of a portion of the culvert excavation to protect a historical structure, and 9) coordination with utility companies that must relocate utilities in or adjacent to the construction area. Special conditions to be encountered include 1) requirement for design of sheeting and shoring by a registered engineer with expertise in this area, 2) seismic monitoring during construction adjacent to an historic building, 3) excavation and disposal of contaminated soil, 4) c onstruction period with several week-long blackout periods, and 5)sequencing of construction to meet certain traffic maintenance requirements. The contractor will be required to provide all plant, labor and materials to construct these features. Solicita tion W912P5-05-B-0007 will be available on or about August 15, 2005. A site visit is scheduled for August 25, 2005. Details about the site visit will be listed in the solicitation.
