- The Directorate of contracting (DOC), Army Contracting Agency, Southern region, Fort Campbell, KY, has a requirement for repair and overhaul of a Flexible Engine Diagnostic System (FEDS) Dynamometer manufactured by Concepts NREC, White River Junction , Vermont. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304?(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with Concepts NRE C. The basis for restricting competition is that Concept NREC manufactured the original equipment and is believed to be the only source that can manufacture the repair and replacement parts to be compatible with the original products. Further, there woul d be duplicative cost to the Government to utilize another source to satisfy the Governments requirement. NAICS code for this procurement is 811219 and the small business standard is $6,000,000. The sole source requirement will be procured under Simplif ied Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUIREMENT FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the require ments may give written notification to the Contracting Officer within 14 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are re ceived, the Government will proceed with the sole source negotiation with the manufacturer, Concepts NREC. Responses are due by 24 August 2005, 4:00 p.m. (CST).
