Description
The US Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely with the University of Maryland's Intense Laser Matter Interactions group, located at the Computer and Space Sciences, Room B0223, Col lege Park, MD 20742-2510, under the authority of 10 USC 2304(c)(1) as prescribed in FAR 6.302-1. The University of Maryland shall investigate temporal pulse shaping capabilities of the high-power (1 kHz repetition rate, 1 mJ/pulse) femtosecond laser syste m with incorporate acousto-optics modulator (Dazzler) and provide a report describing the laser system performance and capabilities. They shall perform a sequence of experiments to establish the effect of coherent control on nonlinear detection methods usi ng chosen biological and/or chemical stimulants and provide a report describing the experimental results. The University of Maryland's Intense Laser Matter Interactions group is the only know sources with the combined equipment, consisting of (1.) multi te rawatt Ti: Sapphire laser system, (2.) 1 kHz commercial moderate energy, and (3.) acousto-optics pulse shaper Dazzler, to create the capability of temporal laser pulse profiling. This is a sole source procurement. The contemplated contract award value is less than the Simplified Acquisition Threshold and is a one-time requirement. The Government intends to solicit and negotiate with The University of Maryland. The North American Industry Classification System (NAICS) is 541990 and the size standard is $ 6. 0 million average in annual receipts over the last three years. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Responses must be received by 12:00 NOON, Eastern Standard Time, August 12, 2 005. This notice of intent is not a request for competitive proposals or a solicitation of offers.
