Description
LITIGATION CASE MANAGEMENT SYSTEM PRE-SOLICITATION ANNOUNCEMENT Purpose This is a pre-solicitation announcement for an upcoming Department of Justice (DOJ) solicitation to acquire a Litigation Case Management System (LCMS). The DOJ LCMS will support common litigation case management business needs in the 94 U.S. Attorneys Offices and the six other major DOJ litigating divisions and facilitate cross division litigation information sharing. DOJ is looking for companies with proven past performance in implementing very large-scale case management systems of similar size (15,000 users), scope (government, Justice, legal related), and complexity (multiple, geographically-dispersed organizations). Background As part of market research, DOJ released an RFI on April 1, 2005 (under solicitation number DJJU-05-RFP-0332) to obtain information on the case management marketplace, operation and use of case management tools, and implications for the DOJ LCMS program. Fifty-five responses were received, containing over 1,200 pages of information. DOJ appreciates this overwhelming response and interest in the LCMS program. In addition, DOJ surveyed over 77 government-wide acquisition contracts (GWACs) and multiple agency contracts (MACs) searching for the optimal vehicle that provided a high degree of competition as well as the necessary scope, ceiling, and period of performance to meet program needs. Discussion DOJ has decided to utilize the CIO-SP2i contract operated by the National Institutes of Health (NIH) based on the criteria listed above. DOJ intends to award a single, performance-based task order with incentives and options on this contract. All further announcements and communications will be with CIO-SP2i prime contractors. The time frame for the LCMS acquisition is as follows (Subject to change): ? Mid August 2005 ??? Release draft Task Order Requirements Package (TORP) for industry review and comment ? Mid September 2005 ??? Industry comments due ? Mid October 2005 ??? Release final RFP ? Late October 2005 ??? Offeror due diligence ? Late November 2005 ??? Proposals due ? Early December 2005 ??? Product demonstrations using DOJ scripted scenarios ? December 2005 through January 2006 ??? Proposal evaluation ? Mid March 2006 ???
