Description
The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the Pride Youth Programs Newago, MI. Purpose: PRIDE (Parents' Resource Institute for Drug Education) has an international reputation for excellence and reliability as a provider of prevention services in the area of alcohol and other drugs. Founded in 1977, PRIDE began as a parent organization and went on to expand its base to serve youth. The organization has evolved into what is now known as PRIDE Youth Programs. The underlying approach to this drug and violence prevention program for high school youth is the concept of youth as resources. America's PRIDE youth team members reach out to their peers and community with an assertive, drug-free message. A network of PRIDE Parent Action Teams provides support to local PRIDE youth teams and others in their communities. The PRIDE Youth Programs network includes more than 100,000 community volunteers engaged in preventing drug use. Each year, PRIDE Youth Programs welcomes its members and affiliates to the PRIDE World Conference for youth and adults. As the largest youth conference in the world, the PRIDE World Conference provides a forum and ideas for hundreds of organizations that fight against drugs. Participants hear more than 100 experts on over 20 topics related to drug and violence prevention and they listen to and learn from the experiences of their peers. SAMHSA/CSAP sees the April 2006 PRIDE World Conference as an exceptional opportunity to reach a youth and parent audience with valuable educational tools and strategies both to build youth resiliency against alcohol and other drug use, and to increase their combined capacity to carry a drug-free message to their communities. The PRIDE organization is highly respected among professionals and volunteers involved in the substance abuse prevention field. PRIDE has earned its reputation over the past 25 years for having its finger squarely on the pulse of youth drug issues and solutions. More than 6,400 school systems rely on PRIDE Questionnaires to monitor student drug use and violence and another 1 million youth have been reached by PRIDE Youth Training Programs. PRIDE?s Annual World Conference is the largest of its kind in the world. The level of experience and expertise the PRIDE organization brings to the table for this conference is unequalled. For SAMHSA/CSAP, the opportunity presents itself both to reach this vast audience of youth and parents, and to use information from the conference to guide policy and programming decisions to best serve this group. PRIDE?s staff is extremely knowledgeable and experienced in both substance abuse prevention and youth development. Their guidance and direction in developing customized workshop tracks for SMHSA/CSAP will greatly increase the overall learning experience and connect the workshop content to the educational design of the conference. This will provide a seamless approach for training and will strengthen the connection to the Strategic Prevention Framework. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
