Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services (CMHS), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the New Mexico Interagency Behavioral Health Purchasing Collaborative c/o Behavioral Health Services Division, Department of Health, 1190 St Francis Drive, Suite N3250, P.O. 26110, Santa Fe, New Mexico 87502. The anticipated date of award is August 25, 2005. The purpose of the contractor's Behavior Health Purchasing Collaborative is to develop a statewide system of behavioral health care that promotes behavioral health and well-being of children, individuals and families; encourage a seamless system of care that is accessible and continuously available; and to emphasize prevention, early intervention, resiliency, recovery and rehabilitation. The vision statement of the Collaborative is to achieve a single behavioral health service delivery system. The support of recovery and development of resiliency is expected; mental health is promoted; the adverse effects of substance abuse and mental illness are prevented or reduced; and behavioral health customers are assisted in participating fully in the life of their communities. The contractor shall be responsible for but not limited to the following: Summarize the progress of various evaluation partners? projects through numerous reports. To share products and reports within New Mexico and the behavioral health field in a timely manner. A schematic that more thoroughly describes the inter-relationship across the partnership research and evaluation efforts and aligns with the Purchasing Collaborative?s priority evaluation areas targeted for development; A meeting with all research partners to share initial strategies and preliminary findings. A summary report will be developed; Share products, create handouts, and write articles for newsletters for CMHS?s national marketing of state level transformation progress; Produce a report on the administrative transformation efforts with would include the actual products that have been built (i.e., common service definitions, uniform reports, common performance measures, etc.). The contractor shall develop a summary overview of the status and findings of various evaluation partners? projects. The contractor shall create reports and share products within New Mexico and with the behavioral health field. At the PO?s discretion, the contractor will share products, create handouts, and write up to three (3) articles for newsletters for CMHS?s national marketing of state-level transformation progress; The contractor shall produce a report on the administrative transformation efforts that includes the actual products that have been built (i.e., common service definitions, uniform reports, common performance measures, etc.); The contractor shall create an inventory of current evaluation resources across the Purchasing Collaborative (both internal employees and external contractors); The contractor shall create a Matrix of Purchasing Collaborative?s existing research or evaluation activities within agencies, and related evaluation training products and available curriculum. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
