Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Cancer Information Service (CIS), Office of Communications (OC), plans to procure services for the North American Quitline Consortium of the American Legacy Foundation (ALF), 2030 M Street, NW, Washington, DC 20036. The CIS is responsible for supporting and encouraging the development of cancer information and education programs at the local, regional, and national levels. The CIS is the voice of the NCI. Through 15 regional offices, which serve all 50 states, Puerto Rico, and the U.S. Virgin Islands, the CIS provides the latest, most accurate cancer information for patients, their families, the general public, and health professionals. The American Legacy Foundation (ALF), a 501(c)(3) public charity established in March 1999, as a result of the Master Settlement Agreement (MSA) between a coalition of Attorneys General in 46 states and five U.S. territories and the tobacco industry, is dedicated to building a world where young people reject tobacco and anyone can quit. As a national, independent public health foundation located in Washington, D.C., the foundation develops national programs that address the health effects of tobacco use through grants, technical training and assistance, youth activism, strategic partnerships, counter-marketing and grass roots marketing campaigns, public relations, and community outreach to populations disproportionately affected by the toll of tobacco. The ALF is committed to reducing tobacco use in the U.S. by promoting a range of cessation programs and has two goals to guide its work toward creating tobacco-free generations: 1) to arm all young people with the knowledge and tools to reject tobacco, and 2) to eliminate disparities in access to tobacco prevention and cessation services. The foundation is continuously making efforts in collaboration with the North American Quitline Consortium, (NAQC), American Cancer Society (ACS), Center for Disease Control and Prevention (CDC) and the National Cancer Institute (NCI) to maximize the number of US states with telephone quitlines. All of these organizations are being brought together as partners to the NAQC to act on the growing awareness of the important role quitlines can play in assisting smokers and a desire to better understand quitline operations, promotions and their effectiveness. American Legacy Foundations shall provide: 1) survey tools to collect state level quitline profile information, 2) Access to and analysis of NAQC state survey data, 3) Identification of quitline standards-data, quality, training and, 4) Access to list serves, allowing peer-to-peer Q&A and an enhanced, secure web site for the National Network of Tobacco Cessation Quitlines and consortium participants. Period of performance: September 15, 2005 ? March 31, 2006. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on August 22, 2005. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
