Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Lab of Receptor Biology and Gene Expression (LRBGE), plans to enter into a sole source contract, with Carl Zeiss Microimaging, Inc., One Zeiss Drive, Thornwood, NY, 10594 for maintenance services on an existing LSM510-ConfoCor Confocal Microscope system. The LRBGE uses the microscope for high-quality fluorescence microscopy and special microscopic techniques (FRAP, FRET, FCS). The LSM510 confocal microscope system is a very complex piece of equipment. The LSM510 and the ConfoCor attachment requires professional maintenance by factory trained engineers that are both technically trained on this specific system and officially certified by the manufacturer to perform such repairs. The trained engineers must also have the ability to provide any manufacturer certified parts that may be needed to service the equipment. All parts must be identical to those currently on the system and compatible to function properly and provide accurate information. In order for the LRBGE to continue performing its scientific research utilizing the Zeiss LSM510 it is essential that this confocal system be maintained in top working order which requires the support of a full service contract. This agreement will include one (1) scheduled preventive maintenance inspection per service agreement year and emergency maintenance on an unlimited basis with no additional cost to the government. Carl Zeiss Microimaging Inc. is the system manufacturer and the only source known to the NCI/LRBGE researchers that can provide such services to the aforementioned system. Period of Performance: one year from date of award. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 p.m. EDT, on Aug 18, 2005. Faxes and emailed capability statements are not authorized. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. NAICS: 811219; Size Standard is $6M.
