Description
Student National Medical Association, Pipeline Mentoring Institute for Primary Care THIS NOTICE IS FOR INFORMATION ONLY?The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the Student National Medical Association (SNMA), 5113 Georgia Avenue, NW Washington, DC 20011. The Public Service Act, Title VII, Section 747 authorizes HRSA to increase the number of primary care providers especially those located in medically underserved communities who are geographically isolated as well as train interns who are representative of disadvantaged backgrounds including racial and ethnic underrepresented minorities (URM). The purpose of this procurement is develop and implement a pipeline mentoring institute (PMI) to train URMs for careers in medicine and the allied health professions. To accomplish this feat, the potential contractor will need to utilize the Minority Association of Premedical Students (MAPS), Health Professions Recruitment and Exposure Program (HPREP), and Youth Science Enrichment Program (YSEP) to do the following tasks: 1.determine a schedule to submit copies of planning and preparation materials for PMI; 2.recruit a coterie of talented URM students from grades 4-12 and college to pursue careers in health professions by providing appropriate mentoring and exposure to experiences in health professions; 3.arrange experiential sessions (appropriate for the schooling level of participants) for participating students to impart knowledge and skills necessary to achieve academic excellence, offering access to test preparatory courses that enforce testing and preparation schedules to guide students through the test taking process; 4.provide participating students access and exposure to after-school tutoring and mentoring, monthly field trips to research labs, hospitals, and clinics, and lectures from practicing physicians and medical researchers; 5.provide parental preparation/workshop sessions to the parents and/or guardians of participating students addressing higher education, the pipeline into health professions, financial aid, and overall career development; 6.conduct workshops within each state focusing on cultural competency, diversity of the medical profession, and the importance of mentoring; 7.communicate monthly with Project Officer (PO) to discuss the progress of the project, difficulties or concerns about meeting expectation of project, and approval of actions requiring approval from PO; 8.provide two (2) electronic copies of the draft final report, one (1) in Microsoft Word format and one (1) in PDF format?final report shall present report and summarize, based upon available experience, tracking report data, document success, and note and discuss deficiencies in accomplishing project goals; and 9.provide two (2) electronic copies of the final report, one (1) in Microsoft Word format and one (1) in PDF format. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is 12 months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. HRSA?s targeted audience is elementary students, mentoring them as they progress through high school and college. The SNMA is a unique institution that addresses the needs and concerns of medical students of color and provides services to the underserved communities. The SNMA carry out the required tasks by utilizing its Minority Association of Premedical Students (MAPS), Health Professions Recruitment and Exposure Program (HPREP), and Youth Science Enrichment Program (YSEP). Additionally, SNMA is deemed the only source to complete all tasks because it is the sole proprietor of MAPS, HPREP, and YSEP with chapters located at medical schools throughout the country. Also, SNMA has specific demonstrable knowledge and experience relevant to pipeline mentoring programs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
