Description
THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE AND MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE. This announcement constitutes a Sources Sought Synopsis in support of the Centers for Medicare and Medicaid Services (CMS), Center for Beneficiary Choices (CBC). CMS is seeking capability statements from small and minority business firms that are qualified to support CMS in planning, developing, producing, and delivering large scale consumer-based communication programs, strategies, and materials for national multimedia and education campaigns. CMS anticipates awarding multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts in which task orders will be competed and issued as the work arises. CMS encourages the use of marketing research and consumer-based approaches to transform congressional mandates or recommendations about programs, rights and responsibilities, health plan options, health promotion, and disease prevention into message strategies that are useful, relevant, and understandable to various consumers under the Medicare, Medicaid, and State Children's Health Insurance (SCHIP) programs. Tasks under this contract may address specific health or program-related issues, specific target audience(s), or they may cover several health or program-related issues. The materials developed through this contract are targeted to the beneficiaries of our programs and/or those that act on their behalf or communicate with them indirectly. Tasks under this contract will be primarily focused on developing, implementing, and evaluating comprehensive multimedia, educational, and/or outreach campaigns. More specifically, offerers will be required to demonstrate that they have extensive and successful experience in providing a full-range of activities associated with researching, developing, producing, delivering, and evaluating health and program-related materials for broad range national campaigns and initiatives that must be coordinated with both internal and external stakeholders at national, regional, state, and local levels. These activities include: (1) conducting qualitative and quantitative formative research to document program requirements, collect consumer-based data, segment CMS audiences into homogeneous groups, and to develop, test, and refine health and program-related messages for targeted CMS audiences; (2) developing and delivering major national and grassroots public relations campaigns for a wide range of audience sizes and types (i.e., from national to local levels, from the general population to specific target populations) that would include, but not be limited to, print media (e.g., newspapers, magazines, bulletins), broadcast media (e.g., TV and radio programs, advertisements, long form programming, and public service announcements), mass transit advertising, Internet web pages, advertising, and viral marketing; press kits, direct mail, posters, and interpersonal community outreach; (3) developing and applying rigorous quantitative measures to track and evaluate the effectiveness of all national programs and health-based outreach activities (many of which may occur simultaneously) that will be performed or authorized by CMS; (4) working with CMS to write and publish journal articles associated with its health and program-related social marketing and communications activities; (5) planning, coordinating, and conducting seminars, workshops, and other oral presentations before various CMS components, Departmental and Congressional staff, and advocacy organizations on topics associated with CMS health and program-related marketing and communication activities. Therefore, it will be critical that the contractor work with other CMS contractors involved in related work. PLEASE NOTE: Any potential offerer must demonstrate the following: 1. Prior experience developing and implementing large scale national and grassroots campaigns targeting populations of at least 40 million people. National is defined as being conducted in all contiguous states and not limited to certain geographical areas. Multiple methods for reaching target audience must be demonstrated (e.g. radio/television advertisements, publications, and Internet communications). 2. Experience synchronizing a multimedia campaign approach to a large target audience of no less than 40 million or more people. 3. Experience working with and managing multiple (2 or more) subcontractors for large communication tasks as defined above. 4. Because of industry requirements and rules of government accounting, a firm must have the ability to fund air time for media buys prior to receiving funding from government. The cost estimate is $8 million. 5. Experience purchasing broadcast and print media on a national basis to reach no less than 20 million people. 6. Nationwide press contacts. 7. Nationwide contacts for outreach efforts. 8. 5 or more years of experience working with the population that is 65 or older and the disabled population in a communications setting. 9. Experience working with earned media, including having established relationships with major publications and television networks: (e.g., Washington Post, New York Times, NBC, ABC, CBS, FOX, CNN). Small and minority businesses interested in documenting their capability to perform in the functional areas above should respond to this sources sought announcement within 15 days of its publication. The following specific information is requested: (a) company descriptive literature; (b) specific related corporate experience; (c) experience with broad range national and grassroots campaigns targeting populations of at least 40 million people and experience with the type of performance expectations mentioned above; and (d) references (to include a point of contact and phone number) with first hand knowledge of the experience cited in (b) and (c) above. If applicable, indicate if your company is on a GSA schedule or holds a Government Wide Acquisition Contract (GWAC) relevant to the capabilities addressed in your response. It is essential that the contractor be free of all appearance of or actual conflicts. Specifically, the contractor must not have any relationships or arrangements through its business operations or its employees that could be considered as possibly lessening the company's objectivity concerning any aspect of the advertising campaign. If such relationships or arrangements exist, contractors shall be required, during the procurement process, to identify potential conflicts of interest and discuss how the conflicts will be addressed and mitigated. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date.
