Description
The purpose of this amendment is to include the statement for the period of performance: PERIOD OF PERFORMANCE: Up to twelve (12) months from date of award. All other terms and conditions remain the same. The USDA, Animal Plant Inspection Service (APHIS), International Services (IS), Riverdale, MD, intends to procure the services of a consultant to provide executive level coaching for workforce planning and growth strategy. Submit faxed quotations to Purchasing Section, at (612) 370 2136, Attention Joanne Mann. QUOTATIONS ARE DUE AUGUST 16, 2005 BY 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. A firm fixed price purchase order will be awarded. Small business set aside. NAICS Code: 541611, Size Standard: $5 million average receipts. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. The following evaluation process is used: Technical capability, past performance, and price, trade off process, best value to the Government. Non-price related factors are significantly more important than price. References are requested. Offers shall include 52.212-3 Representations and Certifications, which may be submitted from the website: http://orca.bpn.gov All offers must be signed, and include: Company Name, Company Address, Contact Name, Contact Telephone number, Tax Payer Identification Number, DUNS number, and business size. SPECIFICATIONS: Provide executive level coaching for twelve (12) International Services managers in various locations across the globe. Coaching will be conducted by telephone by the USDA employee calling the coaching contractor; two hours of one-on-one coaching calls per month. When calls by telephone are not possible due to travel schedules or emergencies, employees may contact the coach for assistance by email. Response time from the coach to the USDA employee shall not exceed a 24-hour turnaround in response to phone or email inquiries on a particular issue. Estimated number of hours: 216. The goal is to enable the team leaders and members to gain skill in handling their issues on their own without intervention of an outside consultant. Issues to be addressed include but are not limited to: effective communication, professional effectiveness, leadership impact, problem solving, strategic thinking, handling difficult people and efficiency and organizational skills. In addition, executive coaching will enable the managers to better manage the virtual team dynamic in the International regions setting; model desired leadership for the IS organization, including providing clear direction and holding each other and their employees accountable for reaching organizational goals and adhering to agreements. The Contracting Officer may request a meeting with the Contractor to follow up on work progress, updates and/or briefing reports. If required to attend meetings at the USDA facilities, the Contractor will be provided a security badge to gain access to the USDA facilities. The resulting purchase order will consist of one CLIN: 01 Executive Coaching Services 216 hours $ _________________ Period of performance: Up to twelve (12) months from date of award
