- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4410-05-Q-8018. This RFQ is for various vehicles needed for Southwest Asia (SWA). This procurement is unrestricted with the North American Industry Classification Systems (NAICS) Code of 423110. Ford model vehicles will be used as examples in the descriptions, however equivalents will be considered. NOTE: all vehicles delivered shall be model year 2005 or newer and have no more than 1,500 kilometers per vehicle. The following vehicles or equivalent are required. (A) Stake Trucks (15,000 lbs GVWR) Ford F450, three (3) each, Diesel, Auto, 189?WB, AM/FM/Cassette, Power Driver Seat, DRW with Stake Body Model 2005 FP-47 or equivalent; Options: 4X4, Diesel Engine, With Air Conditioning (A/C), Auto Trans, Standard Cab, Steel Bed, Bench Seat, Light Color Paint, With Dark Tinted Glass, Tow Package, Hydraulic Lift Tailgate, One ton capacity, Back up Alarm, Owners/Service Manual; (B) Mid-size Truck, Ford Ranger or equivalent, one (1) each, Options: Crew Cab, 4X4, Diesel Engine, With A/C, Light Color Paint, With Dark Tinted Glass, Auto Trans, AM/FM Radio w/Cassette; (C) Large Sport Utility Vehicle (SUV), Ford Excursion XLS Model FU-14 or equivalent, two (2) each, Options: GPS, 4X4 Diesel Engine, With A/C, Auto Trans, Tow Package, Power Drive, Light Color Paint, Dark Tinted Glass; (D) Full-Size Pickup, ? Ton, Ford F250 Model FP22 or equivalent, two (2) each, Options: Crew Cab, 4X4, Diesel Engine, With A/C, Light Color Paint, with Dark Tinted Glass, Tow Package, Auto Trans. Deliver vehicles listed above to DRMO Arifjan, Camp Arifjan Kuwait no later than 26 August 2005. (E) Full-Size Pickup, ? Ton, Ford F250 Model FP22 or equivalent, one (1) each, Options: Crew Cab, 4X4, Diesel Engine, With A/C, Light Color Paint, with Dark Tinted Glass, Tow Package, Auto Trans. Spare Parts Package to be shipped with vehicle shall include the following: Oil Filter six (6) each, Fuel Filter one (1) each, Air Filter one (1) each, Spark Plug eight (8) each, Radiator Hose Upper one (1) each, Radiator Hose Lower one (1) each, Drive Belt one (1) each, Thermostat and Gasket one (1) each, Front Brake Pad (set) one (1) each, Rear Brake Pad (set) one (1) each, Deliver this 1 each vehicle (listed in item E) and Spare Parts Package to DDU Bagram, Air Base, Afghanistan no later than 6 September 2005. All vehicles shall be equipped with standard batteries that allow water to be added. Contractor shall obtain evidence of on site acceptance for each vehicle delivered. That evidence of acceptance shall be provided with contractors invoice at time of invoicing for payment. DD Form 250 is the preferred proof of acceptance, however invoice/voucher suitable for receipt signature is also acceptable. On site delivery point of contact shall be provided at time of award. The resulting contract will be a firm-fixed priced contract. All quotes from eligible offerors shall include a completed FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. The following provisions/clauses apply to this RFQ: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52-212-2, Evaluation - Commercial; FAR 52.212-4, Contract Terms and Conditions - Commercial Items. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and applicable clauses are applicable to the RFQ. FAR 52-212-1 (c) is changed to reflect that the offeror agrees to hold prices for 45 days in lieu of 30 days. The following clauses under 52.212-5 will apply: (b) (15) (26) (31); and FAR 52.211-6 Brand Name or Equal. The following clause under FAR applies: 52.204-7 Central Contractor Registration (Oct 2003). IMPORTANT NOTICE: Central Contractor Registration (CCR) applies to all solicitations. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. To be eligible to receive an award from a Department of Defense (DoD) activity, you must be registered in the Central Contractor Registration (CCR) database. To register, access the CCR homepage go to www.ccr.gov or call 1-888-227-2423 regarding questions to the CCR. The following clause under DoD FAR Supplement (DFARS) applies: 252.212-7001(a) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (June 2005).
