Description
The U.S. Coast Guard, Maintenance & Logistics Command, Pacific (vpl) is seeking qualified HUBZone firms capable of performing Dry-docking and repairs for the USCGC ORCAS (WPB 1327), 110 patrol boat, home moorage in Coos Bay, OR. This procurement will be performed at the contractor?s facility. The cutter is geographically restricted to the Inland Waters of Alaska, Strait of Juan de Fuca, Puget Sound, San Francisco Bay, CA areas. The performance period starting 01 February and ends 22 March 2005. The work items include but not limited to: aft steering deck grating replacement, exhaust port hull plating renewal, haul plating, underwater body inspect, large area surface scan, rope guard renewal, appendages (Underwater) air test, voids (underwater) air test, appendages (underwater) preserve, internal, voids (underwater) air test, tanks (potable water) clean and inspect, tanks (dirty & waste oil) clean and inspect, propulsion shaft seals (mechanical) inspect and clean, propulsion shaft bearings (external) check clearances, fathometer transducers general maintenance, pressure gauges and thermometers (critical) calibration, pyrometer gauges and thermocouples (critical) calibration, tachometers (critical) calibration, tachometers (critical) calibration, vent ducts (engine & motor room, all) commercial clean, vent ducts (galley & pantry, all) commercial clean, ventilation modifications, sea strainers (all sizes) overhaul, sea valve (<=2.5 inches) renewal, sea valve (>2.5 inches) overhaul, rudders inspect and repair, rudder and rudder stock removal and reinstallation, fin stabilizers (general) maintenance, single point davit level 1 inspect and test, bilges (fins port & stbd) preserve, void (fwd) preserve, hull plating, underwater body 100%, rudders (exterior) preserve, Cathodic Protection/CAPAC system Inspect/Service, Temporary Services, Dry-dock provide, sea trails, dry-dock accomplish, decks exterior preserve. The HUBZone firm must meet the limitations for subcontracting requirements (FAR 52.219-14), which states: at least 50% of the cost of contract performance incurred for employees of the concern. The NAICS code assigned to this procurement will be 336611 (Ship Repair) with a size standard 1,000 employees. The HUBZone small business concern as defined in CFR Title 13, Part 126.103. In accordance with CFR Title 13, part 126.200, at least 35% of a HUBZone certified firms employees must reside within a HUBZone. Firms that have been certified as a small business HUBZone by the Small Business Administration and have the interest and capabilities to perform the work under such a requirement, should submit the following information: (a) HUBZone certificate, (b) Company Name and Address; (c) Company point of contact, including telephone and facsimile numbers and e-mail address; (d) a positive statement of your intent to submit a bid/offer for this requirement as a prime contractor; (e) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amount, points of contact and telephone number(s); and (f) past performance references with points of contact and telephone numbers. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the www.eps.gov.
