1.0 STATEMENT OF WORK 1.1 Introduction This statement of work outlines the required Commercial-Off-The-Shelf (COTS) Electronic Counter Measure (ECM) systems that are urgently needed to protect the Iraqi Tier 1 officials and their personnel security detachments within Iraq. 1.2 Background Coalition forces provide protection to Iraqi Tier 1 principals, their immediate family members, and members of their Protective Services Details (PSD) from the risk of explosives. Numerous explosives have been placed on highways, roads and routes injuring and killing thousands of Iraqis. DoD PSDs provide ECM capability to Iraqi Tier 1 officials. Per order of the Secretary of Defense, MNFI will transition from DoD PSDs to Iraqi PSDs NLT 31 Aug. There is an urgent need to provide this capability be acquired to Iraqi PSDs in order to prevent remote control detonation of Improvised Explosive Devices (IEDs). 1.3 Purpose This Statement of Work (SOW) describes the sole source ECM systems required to provide minimum protection during the road movement of five (5) Iraqi Tier 1 principals, their immediate family members, and their PSDs from remote control detonation of IEDs. 1.3.1 Specific scope The following constitutes specific aspects of the ECM capabilities for meeting the requirements that are unique to this SOW. a. The ECM system must be a non-US product and must be authorized for sale to the Iraqi government. b. The system must be programmable using a windows based laptop. c. The end user must be able to select and program the number of frequencies, the band width, power output, and time (in nano second) spent jamming on each frequency. d. The system must have ability to configure output power signal to suit the threats and set communication windows. e. The end user must have the capability to program the system capability for Operational Security (OPSEC) reasons. f. The system must have an ?Anti-tamper/zero? capability. g. The system must have a quarterly maintenance support capability. 1.3.2 Administrative Instructions a. The period of performance for maintenance support is 1 September 2005 ? 31 August 2006. b. An installation survey for a maximum of 7 days may precede the initiation of the procurement operations. Rapid setup and attainment of operational capability within 7 days notice is imperative. 1.4 Requirements a. One (1) for the Advance vehicle and Three (3) for the PSD vehicles for a total of four (4) ECM systems per Iraqi Tier 1 Principal. b. There are five (5) Iraqi Tier 1 so the total ECM systems require is 22 (with 2 spares). Contract will be awarded on a best value basis. Contractor must submit three references with their proposal.
