Description
The US Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely with Texas Tech University, The Institute of Environmental & Human Health, Lubbock, Texas, 79409-1163 under the authority of 10 USC 23 04(c)(1) as implemented by FAR 6.302-1 to perform Literature Collections, Analysis, Modeling, and Documentation relevant to establishment of an emerging disease. This effort will involve a literature review of the events leading to the importation of West Nile virus, the onset of the primary epidemics, and the establishment of the emerging disease in US territory. No other laboratory has the technology or capabilitities to complete the project. Texas Tech University, Institute of Environmental & Human Hea lth has demonstrated one of a kind approaches and possesses, as well as, inimitable facilities to provide the services contemplated for contract award. This is a sole source procurement. The contemplated award will be fall under the Simplified Acquisition Threshold and is a one-time requirement. The Government intends to solicit and negotiate with Texas Tech University. The North American Industry Classification System (NAICS) is 541990 and the size standard is $ 6.0 million dollar in average annual receip ts over the last three years. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Responses to this notice must be received no later than 12:00 Noon, Eastern Standard Time, August 12,2005. This notice of intent is not a request for competitive proposals or a solicitation of offers.
