Description

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of waste removal and disposal services to include five (5) thirty (34) cubic yard, Government-owned compactors for the Bureau of Prisons (BOP), Federal Correctional Institution (FCI) Loretto, located at 722 St. Marys Street, Loretto, Pennsylvania. The North American Industry Classification System (NAICS) Code is 562111 (Size Standard: $10.5 million). The Contractor shall clean and sanitize each compactor prior to its return to the institution. The Contractor shall ensure that all trash/refuse is disposed of in accordance with Environmental Protection Agency, Federal, State, County, and Local laws and/or regulations. The expected trash-dumping destination for all refuse in this contract is the approved landfill for the Contractor. Disposal fees shall be billed to Government at cost without markup. All licenses, permits, and fees related to the trash/refuse removal shall be the responsibility of the Contractor. Each pick up will occur on a ?will call? basis, as needed. It is anticipated there will be 80 to 85 pulls per year. The Contractor will be given a maximum of 24 hours notice. The scheduled time for pick-up shall be between the hours of 7:30 a.m. and 3:30 p.m. The Contractor shall pick-up and return the Government-owned compactor when called by the Contracting Officer or COTR, the Contractor will be required to pick-up full compactors (at least one (1) compactor and no more than five (5) compactors.) and remove them from the institution for disposal. The Contractor will then return the empty compactors in his/her possession (from the prior visit) and pick-up the full compactors. This procedure will be followed each time a compactor is ready to be emptied. The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of a 12 month base period with four-12 month option periods for renewal. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The solicitation will be available on/about September 12, 2005 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about October 12, 2005; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note 1.
