Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Prevention, (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the Treatment Alternatives for Safe Communities, (TASC), 1500 N. Halsted St., Chicago, Il 60622. The anticipated date of award is August 25, 2005. The contractor shall be responsible for but not limited to the following: Develop an appropriate re-entry and re-integration framework for adult and juvenile offenders to be delivered at the community level. Develop a concept paper that outlines the role of the prevention community in the release and re-integration of adults and juveniles from justice supervision back into their communities. Review information on state-of-the-art comprehensive community prevention strategies targeted for criminal justice populations and their current and potential relationships to services needed by individuals in re-entry and recovery. Produce a report that identifies strategies reviewed and identifies core components of prevention strategies gleaned from this process. Design a training curriculum related to prevention and re-entry that is based on the above outlined framework. Pilot test the curriculum with coalitions currently implementing re-entry and treatment transitioning strategies. Complete pilot test in selected communities. Report from pilot that indicates lessons learned and recommendations for any revisions to the curriculum. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
