Description
The National Cancer Institute (NCI), Cancer Diagnosis Program (CDP), plans to procure on a sole source basis, services to prepare a Cooperative Prostate Cancer Tissue Resource (CPCTR) Tissue Microarray Image Repository with The University of Illinois at Chicago, Department of Pathology 1819 Polk Street, Chicago, IL. 60612. The supplies and services herein are commercial as defined in FAR Part 12, and are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 611310 and the business size standard is $6M. The Cancer Diagnosis Program is charged with facilitating research using human specimens and patient data to advance development of cancer diagnostics. One way to accomplish this is to create sets of reference tissues that can be used by researchers to evaluate specific cancer biomarkers. One specific approach that makes parsimonious use of valuable tumor specimens is the creation of tissue microarrays (TMAs). TMAs permit cancer researchers to efficiently test candidate diagnostic reagents against hundreds of tumors at one time. The pathological, clinical and specimen data describing each of the cores of the TMA block are prepared as a single data file that is distributed to researchers along with the prepared histologic sections of the TMA blocks. Researchers use data from the original tumor samples to interpret the results of their marker assays. This project is to provide a web-accessible repository for whole-slide scanned images of the original histopathologic specimens from which the TMA cores were sampled, along with the complex, composite images of the TMA slides. In addition, the contractor shall provide an annotation system that will link specimen images to clinical and pathologic specimen data stored in the TMA database. The University of Illinois is one of the four (4) cooperative agreements that is part of the Cooperative Prostate Cancer Tissue Resource (CPCTR). The scope of the Cooperative Agreement does not include image archiving. The services to be performed by the University of Illinois will permit NCI to specify the needs to construct and distribute image-annotated TMAs. The four (4) sites under this cooperative agreement have decided that the University of Illinois should be the primary site as they have the requisite imaging equipment already in place. The four cooperative agreements have contributed the blocks and data for construction of the TMA?s and they control the use. Other specimens with associated data cannot be substituted since the TMAs have already been statistically designed and constructed. Period of performance: September 15, 2005 ? September 14, 2006 with two optional years. The University of Illinois is the only source known that can provide the equipment and establishment to fulfill the services required. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EDT on August 17, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
