Description
American Association of Poison Control Centers, Technical Assistance for the National Poison Control Media Campaign THIS NOTICE IS FOR INFORMATION ONLY?The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the American Association of Poison Control Centers (AAPCC), 3201 New Mexico Avenue, NW, Suite 330, Washington, DC 20016. The Poison Control Center Enhancement and Awareness Act Amendments of 2003, Public Law 108-194 authorizes HRSA educate the public and healthcare providers about poison prevention and the availability of poison control resources in local communities. The purpose of this procurement is to (1) provide poisoning technical expertise in the expansion of the National Poison Help Media Campaign, (2) respond to media calls generated by the Campaign, and (3) develop a program on bioterrorism preparedness for all poison centers to use to educate the public and healthcare professionals. To accomplish this feat, the potential contractor shall: 1.provide technical expertise in all phases of the Poison Help Campaign; 2.serve as point of contract to the media when requests are made for technical information regarding poisoning, exposure data, and information about network of poison centers across the country and the services they provide; 3.develop a bioterrorism preparedness program that includes three (3) components: (1) an informational and educational component for the public about potential toxic exposures and what they should do, (2) a component for educating and notifying healthcare providers (ED physicians, public health officials, etc,) of the hazards and recommended course of action, and (3) guideline for coordinating activities with local, state, and regional bioterrorism preparedness programs; 4.develop a plan for disseminating the bioterrorism preparedness program to all poison centers and report on the use of the program among the poison centers; 5.conduct monthly management meetings; and 6.submit quarterly reports. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is 24 months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. HRSA?s targeted audience is the public and healthcare professionals. The AAPCC, a nationwide organization of poison control centers and interested individuals, certifies regional poison centers and poison center personnel, interacts with private and government agencies whose activities influence poisoning and poison centers, develops public and professional education programs and materials, and collects and analyzes national poison data. The AAPCC is responsible for initially developing and implementing the national media campaign, Poison Help. Additionally, AAPCC is deemed the only source to complete all tasks because it has proprietary rights to the most current rates and types of poisoning exposures that are occurring across the country. Also, APCC is the only organization whose members include all of the HRSA grantee poison centers and whose members have expertise in providing treatment guideline and technically accurate education on toxic and non-toxic poisonings. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
