- This is a sole source combined synopsis/solicitation for services prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. This is not a request for competitive proposals and no solicitation is available. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. This also serves as a notice of intent to award on a sole source basis (Ref. FAR 6.301-2, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements), with Dr. Daniel Friedman on other than a full and open competitive basis because they are the only known source able to provide the required services most cost effectively. By virtue, Dr. Friedman is uniquely qualified and capable of carrying out the requirements of the proposed purchase order. The offeror shall provide the following: 1. Conduct literature and Web scan of National Health Information Infrastructure related materials for the US and health information infrastructure-related material for other countries, Tasks: Develop analytic scheme for reviewing and summarizing health information infrastructure material Utilize analytic scheme to review literature and Web materials Products: 1.1 Analytic scheme 1.2 Analytic scheme applied in a summary of US and international literature on health information infrastructures, with emphasis on health statistics and population health information 2.. Conduct key informant interviews to identify: (a) potential added value of the NHII hor health statistics and health statistics for NHII, and (b).potential operational steps for achieving that potential A firm-fixed price contract will be awarded as a result of this solicitation.
