- The Naval Air Warfare Center Weapons Division, China Lake, CA is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13.5. This announcemnt constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N68936-05-T-0250 is issued as a Request for Quote (RFQ). All responsible sources may submit a quotation, which shall be considered by the agency. The Naval Air Warfare Center Weapons Division China Lake CA intends to procure on a full and open competition basis the following Seavan Containers: CLIN 0001: Twenty six (26) Seavans- 40 feet in length, 8 feet in width, 8 feet and 6 inches tall; Steel and painted a sand color or light tan. Deliver by September 30, 2005. CLIN 0002: Five (5) Seavans- 20 feet in length, 8 feet in width, 8 feet and 6 inches tall; Steel and painted a sand color or light tan. Deliver by September 30, 2005. CLIN 0003: Nine (9) Seavans- 40 feet in length, 8 feet in width, 8 feet and 6 inches tall; Steel and painted a sand color or light tan. Delivery by September 1, 2005. Seavan Containers will be used as targets for future Land Range testing. They shall be structurally sound for lifting with no broken corners or edges. They can have holes in the sides no longer than 1 inch and no more than 10 holes per side. Deliveries shall be Monday through Thursday during work hours 0700 to 1600, on self-unloading trucks. Delivery may be another 30 miles from base front gate. Contact needs to be made prior to delivery. All specifications are required, including the delivery method. The provision FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2005) applies to this acquisition and there is no addenda to the provision. FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) applies and contains important evaluation information. Evaluations shall be based on best value with technical acceptablity and price as the evaluation factors. Offeror must include a completed copy of the provisions at FAR 52.212-3 (Alt I), Offeror Representations and Certifications - Commercial Items (Jun 2003) and DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items (Nov 1995) with their proposal.
