- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to procure on a competitive basis for procurement of: Portable High Voltage DC Test Set ( High Voltage Inc. Model PTS-20S or Equal). The Portable High Voltage DC Test Set is used to perform hipot tests on all types of electrical products, systems, and components. The Test Set shall be of a one-piece rugged design and reliable enough to be used in the field. This item will be referred to from here on as the HiPot Tester. The HiPot Test Set shall also include the following features and specifications as a minimum. Features: Dual range analog high voltage metering: 0-10/25kVdc, +/- 2% F.S.; Five range analog current metering: 0 ? 1 uA dc; with X1, X10, X50, X500, X5000 multipliers, +/- 2% F.S.; Optical Overload Current Meter Relay, 0 ?100% of each range; Fixed 5.5mA secondary current overload; Ferro-resonant 1% input line regulation; On/Off Controls with zero start interlock; Zero Start Bypass Switch; Continuously adjustable manual output voltage control; Guard/Ground Return Modes; External interlock; Internal Discharge Solenoid; Storage compartment in lid for manual and cables; Side carrying handles on case Specifications: Input voltage: 120VAC, 2 A, 50/60Hz (Single phase) +/- 15% input power; Output voltage: 0 to 20kVdc, 5 mA; Duty Cycle: Continuous; Polarity: Negative Output, Positive ground; Ripple: 2% RMS, Resistive Load; Regulation: Approximately 15% No-load to Full-load; Output Termination: RG58/U shielded HV coaxial cable with clip and boot (red), 10 ft. (3m); Additional Cables and Accessories: Input line cord, 10 ft. (3m) Return lead with clip and boot, black, 10 ft. (3m) Ground lead with clip and boot, black, 10 ft. (3m) Ground stick with 10 ft. (3m) lead and clip; Size: Approximately 15.5?W x 15.5?D x 20.25?H; Weight: Approximately 50.5 lbs This procurement is a 100% small business set-aside. NAWCAD is looking to procure a commercial off-the-shelf non-developmental item that is capable of meeting the requirements listed in the solicitation.
