Description
This is not a solicitation announcement, but rather a request for sources sought. The Department of Veterans Affairs (VA) Employee Education System (EES) is seeking input and information from current industry on the newest technology for evaluation systems. The outcome of this feedback will lead to a solicitation for replacing EES? current evaluation system. Initial requirements of the replacement evaluation/measurement system for EES include: 1. offer EES more flexibility in the distribution of evaluations as well as participant options in returning evaluation surveys 2. use and provide surveys in a variety of formats, i.e., paper, fax, electronic such as Adobe portable documents that can be emailed, and web-based administration, 3. allow for the use of optical character recognition (OCR) for hand-written responses, 4. allow for photocopying of forms, 5. automatically receive surveys sent in by fax and email, 6. incorporate standard, up-front assessment analyses, 7. allow for customization of level 1 surveys, 8. provide mechanism to evaluate each program/project objective, 9. allow online programs to link to survey and back to program once survey is completed, 10. allow linking from content delivery network (CDN) and satellites to survey, 11. integrate level 1, 2, 3, 4 and 5 evaluations in one system to roll up the data (see glossary) 12. provide analyses, trending and reporting capabilities organization-wide, 13. be compatible with the Learning Management System (LMS) (Plateau), 14. be 508 compliant, 15. be compatible with Microsoft software, 16. use non-proprietary equipment to run, i.e., standard fax machines, standard scanners, etc, 17. be flexible and be upgradeable as new technologies and needs arise Glossary: Evaluation Levels: Level 1: reaction ? looking at how participants feel about the program they attended or their ?satisfaction? with the program Level 2: learning ? measuring the extent to which participants learned the information or skills taught Level 3: behavior ? looking at the extent to which the participants job behavior changed as a result of the educational program Level 4: results ? ascertaining the extent to which the organization has benefited by the attendance of its employees at the educational program Level 5: return on investment (ROI) ? looking at the cost and benefits of the educational program to the organization CONTACTS COTR: Donna G.
