- The Federal Bureau of Investigation, (FBI), intends to negotiate a one time, sole source, fixed price contract with Honeywell Batteries, One Apple Hill, Natick, MA, under Request for Quote (RFQ)E001671, for the purchase of 501 Adapters for use with both KVL3000/KVL3000+ Encryption Key-loader. This notice will be distributed solely through the General Service Administrations Federal Business Opportunity (FBO)website, www.fedbizopps.gov. The Government intends to negotiate with only one source under the authority of Federal Acquisition Regulation, (FAR) 6.302. FBO Destination the FBI Engineering Research Facility, Quantico, VA. Based on market research conducted, it has been determined that the FBIs requirements for the Adapters can only be met by Honeywell Batteries: they are the only company that provides an adapter of lightweight metal, that slides and snaps in place to the Motorola KVL3000 and KVL3000+; that is no wider than the bottom portion of the KVL3000 and KVL3000+; that allows the battery to snap into place to the adapter, and that can firmly hold the same type of batteries used in both the Motorola XTS5000 and XTS3000 radios. Further, the adapter increases the available battery capacity allowing an increase in the daily use and function of the key-loader device. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 2:00 pm, EST, by August 10, 2005, by facsimile, to the attention of Margaret D. Einspahr, Contracting Officer, at (703) 632-1844. Information received will be considered solely for the purpose of determining whether to conduct competitive proposal procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The North American Industrial Classificatin System code is 335999, the size standard is 500 employees. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulations, Part 12.
