Notice to Produce Industry SUBJECT: New Business Model In an ongoing effort to provide our customers with best value solutions, the Defense Supply Center Philadelphia (DSCP) is modernizing its business practices in the [deleted] acquisition of Fresh Fruits and Vegetables (FF&V). DSCP currently supports military installations, Defense Commissary Agency (DeCA), State USDA School Lunch Programs and Federal Native American Indian Programs via various methods throughout the continental United States. The DSCP, Subsistence Supplier Operations Directorate, Produce Division intends to contract with commercial full-line vendors to provide FF&V to DeCA, troop issue, school customers and Native American Indian Program participants within the Continental United States (CONUS). Vendors will be requested to supply quality products that meet or exceed U.S. Grade No. 1 or equivalent and will be responsible for providing all necessary customer support, order processing, item catalog, electronic price updates, vendor billing, purchasing, distribution, and merchandising materials. In addition, vendors will be required to provide all necessary licenses, permits, facilities, equipment, order processing, distribution services, inventory management, and personnel at their own facility/distribution center to receive, store, handle, sort and deliver all required FF&V items to the designated customers. Contractors will be required to comply with all applicable domestic sourcing requirements. Our current intentions will be regionalized and zones will be developed within the regions. Contracts will be awarded on an all or none basis for each zone. DSCP will utilize an Indefinite Quantity Contract (IQC), where Delivery Orders (DO?s) will be placed electronically directly from the customer to the vendor. The current Blanket Purchase Agreement procurement system will no longer be utilized. DSCP is contemplating a base contract with options. The terms of the base and options and the number of options will be determined based on the results of market research conducted with the produce industry. We plan to hold round table discussions in the near future to discuss various issues with the new business model. Information regarding the place, dates and agenda of the round table meetings will be provided at a later date.
