Description
NIR Spectrometer Solicitation No. 2005-4431-029 The USDA, ARS, Mid South Area, Southern Regional Research Center (SRRC), New Orleans, Louisiana intends to procure a FT-NIR Spectrometer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number 2005-4431-029 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following: Instrument Specifications: The NIR analyzer for this program is to be a bench-top Fourier Transform NIR spectrometer (FT-NIR) that operates, at a minimum, in the 9100cm-1 – 4000cm-1 spectral region. The FT-NIR will have the capability of variable resolutions (minimum of 2cm-1 to 32cm-1). The FT-NIR will have an imbedded system that will permit routine diagnostics and preliminary service examination via internet or server. It must contain modules or sampling systems that consist of the following: • Integrating sphere for solid sample analyses. • Rotating or moving sample system. • Heated liquid sample system. • Connections/receptacles/multiplexer for micro-bundle fiber optic probes, with a minimum of 2 probes supplied with the unit (1-solid and 1-liquid). A “demo” or slightly used unit may be used, provided that it has been re-furbished to original “new unit” performance specifications-capabilities-operational state and supplied with the standard new instrument warranty by the instrument vendor. For this document, a “demo” unit is one that has been used only in a vendor’s application laboratory for a minimum of 30 days. The instrument must be supplied by the original vendor of the unit, not a secondary or re-sell agent or company. Software Specifications: The FT-NIR analyzer must use advanced chemometric software that will operate on a computer with Windows 2000 or Windows XP operating system. The advanced chemometric software must, at a minimum, be capable of performing qualitative analyses, quantitative analyses, and routine/testing lab analyses, to include data collection, data processing/manipulation (derivative mathematics, normalization functions, etc.), multivariate Partial Least Squares modeling for calibrations, spectral analyses (absorbance, derivative, normalized, etc.), prediction/validating methods, and automatic calibration selection/optimization routines. The software also must contain advanced on-line diagnostics. The software must permit interface and communication from remote/”off-site” locations via internet or server. Service/Support Specifications: The FT-NIR spectrometer must be easy to maintain and contain on-line diagnostics. The vendor must provide in-depth and detailed technical support for the operation, software, maintenance, method development, and routine analysis programs/components of the NIR system. Must provide on-site installation and attendance of at least one person at the vendor training course. The unit will be purchased with a minimum of 1 year warranty for parts and labor. Delivery of the unit by the instrument vendor must be within 30 days of award of contract. Trade In: This Purchase is to include a trade-in of a government owned FOSS 6500 NIR Analyzer. This trade in instrument is approximately ten years old. . Interested parties shall provide pricing for the FT-NIR Spectrometer as well as a trade-in value for the used FOSS 6500 NIR Analyzer. The successful bidder is also responsible for the pick-up of the trade-in equipment. ALL RESPONSIBLE SOURCES MAY SUBMIT A BID FOR CONSIDERATION. Bid prices shall include all necessary labor, parts, materials, and transportation necessary to delivered FOB Destination a FT-NIR Spectrometer to USDA, ARS, Southern Regional Research Center (SRRC), 1100 Robert E. Lee Blvd., New Orleans, Louisiana. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. FAR 52.212-1 Instructions to Offerors – Commercial, Far 52.212-2 Evaluation-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212.4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items apply to this acquisition. All systems and components shall be provided with a one (1) year warranty from the time of owner’s acceptance. The warranty shall cover all parts, labor and material. Offers are to include a 30 calendar day acceptance period. All bids are due by 2:00 (CST), August 8, 2005 at the USDA, ARS, MSA, Procurement Assistance Office, 141 Experiment Station Road, P.O. Box 225, Stoneville, MS 38776-0225. Delivery of the unit by the instrument vendor must be within 30 days of award of contract. THE FOLLOWING ARE VENDOR SUBMITTED QUESIONS: These questions and responses are now a part of this Combined Synopsis/Solicitation. All other terms and conditions remain the same. The bid due date has not changed. 1. Do you need a PC with this spectrometer or will the USDA supply one? Yes, a PC is to be supplied by the vendor. 2. Do you need a printer with this spectrometer? No. 3. What are the types of samples analyzed and what are the goals? Quant? Qual? The primary samples to be measured include cotton (seed, lint, fiber, sliver, yarn, non-woven, etc.), fabrics, liquid and slurry textile auxiliaries, and chemicals used to modify the cotton yarn or fabric properties. Compared to the present SRRC FOSS 6500 NIR analyzer, the specified NIR spectrometer must be superior to the SRRC present NIR in vendor software (calibration, spectral analysis, calibration/modeling, etc.), maintenance, and operator use/interaction capabilities. The FT-NIR analyzer must use advanced chemometric software that will operate on a computer with Windows 2000 or Windows XP operating system. The advanced chemometric software must, at a minimum, be capable of performing qualitative analyses, quantitative analyses, and routine/testing lab analyses, to include data collection, data processing/manipulation (derivative mathematics, normalization functions, etc.), multivariate Partial Least Squares modeling for calibrations, spectral analyses (absorbance, derivative, normalized, etc.), prediction/validating methods, and automatic calibration selection/optimization routines. 4. Is there a spec as to what temperature the sample needs to be heated to in transmission? The minimum temperature range for the heated sample vials are from ambient to 100degC. 5. The spec reads: The software also must contain advanced on-line diagnostics. The software must permit interface and communication from remote/?off-site? locations via internet or server. Do you want to self diagnose or do you want the instrument company to diagnose? We want to be able to perform both--self-diagnose as well as vendor interface and diagnose.
