- Description: THIS IS A PRE-SOLICITATION NOTICE. A DRAFT SOLICITATION IS AVAILABLE FOR COMMENT. OC-ALC is planning to release RFP FA8105-05-R-0014 for KC-135 Programmed Depot Maintenance (PDM) on 19 Aug 2005. The Government will contract for a Basic period of five years and five one year Option periods with range quantities for each year. Approximately 300 aircraft will be placed against this aircraft over the next ten years for PDM if all option years are exercised. The Government will provide an initial, proposed input/output schedule no later than 01 Sep of each fiscal year. This initial schedule is based upon the projected PDM target hours of 47,000 for R/T-model and 55,000 for D/E-model aircraft. The Government will place three orders per fiscal year, one for the Air Force, one for the Air Force Reserve and one for the Air National Guard, based on the range quantity pricing of aircraft for the fiscal year. The solicitation will be a FAR Part 12 Hybrid. Any questions regarding the Draft RFP and any attachments to the Draft RFP should be posted to the Questions & Answers (Q&A) data base on web site: https://wwwext.tinker.af.mil/pk/CKC-135/CKC-135.htm . After release of the final RFP on 19 AUG 2005 all communication will be through the PCO and no further Q&A will be allowed via the web site. TOs and additional data will be provided in a Technical Library located at Bldg 4008, Room 101, Tinker AFB. The building is located on 59th Street, East of Douglas Blvd. A map can be requested from Mark Bernier. Appointments to review the data can be arranged with Mark Bernier, email Mark.Bernier@tinker.af.mil. Access to drawings can be obtained IAW Addendum 7 to the final RFP. This access will require the contractor to sign a Non-Disclosure Agreement to access Boeing data through the Air Forces JEDMICs data system. The projected contract award date is Mar 2006 with an estimated duration of 10 years. Electronic procedures will be used for this solicitation. No telephone requests. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
