Description
Presolicitation Notice for Bird and Wildlife Hazard Control and Sources Sought. Potential sources are sought to provide Bird and Wildlife Hazard Control at Charleston AFB and North Auxiliary Airfield in North SC. The contractor shall provide all management, tools, supplies, equipment, vehicles and labor necessary to ensure that Bird and Wildlife Hazard Control Services are performed within the base boundaries at Charleston AFB, SC and North Auxiliary Airfield in North, SC in accordance with the statement of work and all applicable federal, state, and local laws, regulations, standards, instructions and commercial practices with the focus on eliminating or minimizing bird and wildlife hazards for safe air and ground support operations, safety and customer service. Preliminary market research indicated that there were two HUBZone Small Businesses located. Therefore, to validate this information found, this Presolicitation Notice will also serve as sources sought notice. It is the Contracting Officers intent to “Stair Step” this acquisition in the following manner: HUBZone Small Businesses then Small Business concerns. If adequate interest is not received from HUBZone concerns, then the forthcoming solicitation may be issued for 100% set-aside small business concerns. Again, this is a presolicitation notice, and at this time quotations are not being requested. A firm-fixed price, base and four (4) one year option periods is contemplated. All interested concerns should indicate their interest to the Contracting Officer, in writing, as early as possible, but no later than 6 July 2005. As a minimum the following information is required: (a) a positive statement of your intention to submit a proposal on this contact as a prime contractor; (b) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone Small Business. Again, if adequate interest is not received from HUBZone Small Business concerns, the solicitation will be issued as 100% set-aside Small Business concerns. Therefore, replies to this notice are requested from HUBZone Small Business concerns and Small Business concerns. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the best value to the Government. The government reserves the right to award a contract to other than the lowest price. The associated NAICS code is 114210 with a $3,500,000 size standard. Potential offerors must be registered in the Central Contractor Register System (CCR) in order to transact business with the government http://www.ccr.gov/. Responses to this presolicitation notice/sources sought must be received via email, fax, mail, or delivery by 6 July 2005 no later than 4:30 PM eastern standard time. Anticipate award by 15 September 2005 with an anticipated start date of 1 Oct 2005. It is anticipated the solicitation will be issued electronically on or about 6 July 2005. Attached is a draft copy of the performance work statement. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested concerns to review this site frequently for any updates/amendments to any and all documents.
