- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is H92241-05-Q-0017 and this solicitation is issued as a request for quotation (RFQ). The U.S Special Operations Command has a requirement for 3 each Nav Com Test Sets, P/N T36M. A Firm Fixed Price (FFP) type contract is contemplated. Delivery is required within 45 days after receipt of order. Required delivery date, 15 September 2005. Place of delivery will be Cmdr, 160th SOAR (ABN), Bldg 7244 Nightstalker Way, Attn: Mr. Hylemon, Ft Campbell, KY 42223-6012. FOB is Destination. The Inspection / Acceptance is at Origin by a Government QAR. The intended source is Tel? Intrument Electronics Corp., 728 Garden Street Carlstadt, NJ 07072. Authority and Justification is 10 U.S.C. 2304(c)(1), FAR Clause 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-04, Effective 8 July 2005. The associated NAICS code is 334511 and a small business standard of 750 employees applies. The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors?Commercial; 52.212-3, Offeror Representations and Certifications?Commercial Items (Offerors are instructed to complete this section and return with their quote); 52.212-4, Contract Terms and Conditions?Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes and or Executive Order?Commercial Items; 252.211-7003 Item Identification and Valuation; 252.212-7000 Offeror Representations and Certifications-Commercial Items; 252.232-7003 Electronic Submission of Payment Requests; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. The Defense Priorities and Allocations System (DPAS) assigned rating is DOA1. The anticipated award date is 11 August 2005. Responses required by 10 August 2005.
