Description
NNH05ZDA003O Release Date: August 23, 2005 Notice of Intent Due: September 27, 2005 Proposals Due: November 22, 2005 The National Aeronautics and Space Administration (NASA) is releasing Announcement of Opportunity NNH05ZDA003O for the opportunity to conduct space science investigations through the Radiation Belt Storm Probes (RBSP) mission, which is part of the Living with a Star (LWS) Geospace Program. In particular, the opportunity is to provide understanding, ideally to the point of predictability, of how populations of relativistic electrons and ions in space are formed or changed in response to the variable inputs of energy from the Sun. Of special interest are the controlling mechanisms of particle and field variations responsible for energetic particle acceleration, transport, and loss processes. Proposed investigations must provide identical pairs of individual instruments or identical pairs of suites of instruments. This Announcement of Opportunity also invites proposals for Missions of Opportunity that effectively fulfill LWS Geospace specific objectives through an investigation that is carried on a mission sponsored by an organization other than NASA's Science Mission Directorate. Participation in this announcement will be open to all categories of organizations, domestic and non-U.S., including industry, educational institutions, nonprofit organizations, NASA centers, and other Government agencies. Proposals involving multiple organizations should be submitted by a single Principal Investigator (PI) through the business office of the PI?s institution which becomes the Lead Institution. The intent of this solicitation is to provide funding to U.S. institutions; non-U.S. organizations are eligible to propose, but are not eligible to receive funding. Upon its release date, this Announcement of Opportunity will be available electronically through the NASA Research Opportunities home page at http://nspires.nasaprs.com. Direct questions specifically regarding this solicitation to: Dr. Barbara L. Giles, LWS Geospace Program Scientist, Earth-Sun System Division, Mail Suite 3Q39, Science Mission Directorate, National Aeronautics and Space Administration, Washington, DC 20546-0001; TEL: (202) 358-1762; E-mail: Barbara.Giles@nasa.gov (subject line to read "LWS RBSP AO"). This is a broad agency announcement as specified in FAR 6.102 (d) (2). Notwithstanding the posting of this opportunity at FedBizOpps.gov, Grants.gov, or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement.
