Description
NASA/MSFC has a requirement for the development of a Magnetostrictive Valve (MMV) that controls fluid flow when electrical power is applied. NASA/MSFC intends to purchase the item from Orion Propulsion Inc on a Sole Source Basis for the following reasons. 1.Orion is in negotiations with MSFC for a Space Act Agreement to do related work based on their knowledge of thruster valve design requirements for throttling. 2.Orion has a unique capability to develop small components through testing using in-house fabrication, test, and engineering capabilities. The valve will be developed and tested on a small thruster through hot fire. 3. Recent visits to all the RCS engine development shops have shown that none have developed their own valves in-house and do not have rocket engines available for testing the valves. Orion is uniquely qualified to provide both the valve development and engine level testing. Attached to this solicitation is the statement of work for viewing. The Government intends to acquire a commercial item using FAR Part 12. This procurement is strictly for "Small Business Set-Aside" only. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton no later than 4:30 p.m. central standard time on August 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
