NAICS Code: 541620 AMENDMENT #2 NAICS Code: 541620 AMENDMENT #2 - Please note modifications made under Task 2 of the Statement of Work (attachment 2). The modifications are highlighted in bold print. This is a combined synopsis/Request For Quote (RFQ) for environmental technical assistance in the area of Solid Waste Management with local and national government as well as non-governmental organizations in Central America. This combined synopsis/request for quote for a commercial item is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement is a 100% small business set-aside. Offerors shall submit quotes in response to the Environmental Protection Agency (EPA), Region 4's requirement for technical assistance that will be part of a Central America regional environmental capacity-building program between U.S. EPA and the U.S. Agency for International Development (USAID) under existing interagency agreement. Offerors shall provide a project manager for environmental engineering services who has expertise in the field of solid and hazardous waste management in the Central American region and is proficient with implementation of the U.S. Federal Code of Regulations regarding solid and hazardous waste management. The offereor shall be tasked to provide a training course that will develop capacity building for environmentally safe solid waste management programs in national parks and protected areas. In addition, the offeror shall provide technical review of studies and engineering plans for specific Central American solid waste management facility projects. The offeror shall meet the following education and experience qualifications: (1) University degree in environment, engineering or any related discipline or technical institute engineering certification in solid waste management or five (5) years relevant professional experience at international/national level in solid waste management; (2) Experience with working on USAID funded projects; (3) Ability to design and conduct training; (4) Past performance with Federal, State, and local agencies and private clients in providing solid waste management assistance. The offeror is expected to travel to Central America about once a quarter during the duration of the contract services. Additional travel within the United States may also be required. The applicable North American Industry Classification System (NAICS) code is 541620 with a size standard of $6.0 million. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations & Certifications- Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions- Commercial Items; FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.219-9, Notice of Total Small Business Set-Aside; FAR 52.219-14, Utilization of Small Business Concerns; FAR 52.222-35 Equal Opportunity; FAR 52.222-41, Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.222-42, Service Contract Act of 1965, As Amended. Other applicable clauses are attached to the actual request for quote. The Government intends to award on the basis of best value in which cost and the offeror's ability to meet the above requirements are equal.
