- Description
- The contractor shall provide analytical chemistry, biological, and field sampling and analytical support, including data validation, quality assurance and quality control (QA/QC) activities, and logistical support primarily at the EPA Region VII, Regional Science and Technology Center (RS & TC) facility located at 300 Minnesota Avenue, Kansas City, Kansas 66101 and at specified field locations using one or more EPA furnished mobile laboratories and/or field instrumentation. The contractor shall provide a furnished off-site facility or office space in close proximity to the regional laboratory to perform the non-laboratory activities such as data validation, QA/QC support and contract administration activities. NAICS code 562910, except Environmental Remediation Services, 500 employees. The Base Period is 2 years, Award Term 1 is 2 years, Award Term 2 is 1 year, Award Term 3 is 1 year, and Award Term 4 is 1 year. Vendors are advised that the ESAT procurement is subject to an Organizational Conflict Interest. Contractors that own or operate a laboratory providing services under an EPA Contract Laboratory Program (CLP) contract or a Quality Assurance Technical Support (QATS) are determined to have a significant potential for Conflict Of Interest (COI) and will not be eligible for award of the ESAT contract. The offeror will be required to disclose any relationship it has with laboratories that have CLP or QATS contracts or other commercial analytical laboratories that perform environmental analysis. An offeror with relationships in such laboratories will be required to propose its approach for avoiding, neutralizing, or mitigating any significant potential for COI. A offeror which is found to have a significant potential for COI that cannot reasonably be avoided, neutralized, or mitigated or who otherwise fail to provide an adequate COI Plan will be determined non-responsible and eliminated from the competition in accordance with FAR 9.104-1(g) and 9.504. The final RFP will be posted 15 days after the date of this synopsis. Submit questions or comments regarding the draft RFP to Richard D.
