Description
NAICS Code: 334519 The U.S. Environmental Protection Agency (EPA) Radiation and Indoor Environments (R&IE) National Laboratory in Las Vegas, NV intends to award a sole source fixed-price purchase order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Canberra Industries, Inc. of Meriden, CT. The purpose of this acquisition is to obtain nine (9) uniSpec fully integrated multichannel analyzers and three (3) units with Genie 2000 software to support R&IE's first-tier calibration laboratory as it provides radon gas and progeny calibration, measurement, and technical analysis to EPA's programs. R&IE maintains multiple counting systems for radon gas and radon decay progeny. All of the existing major radon counting systems, including the pulse ionization chamber system, NaI(Tl) radon canister counting system, and Lucas cell PMT alpha scintillation counting system, perform radon analysis via Genie 2000 spectroscopy software. It has been determined that Canberra Industries, Inc. is uniquely qualified to satisfy the Government's requirement because the hardware and electronics for these systems must be compatible with the current spectroscopy system. Any deviation from this requirement would require additional spectroscopy analysis hardware and software, development of custom in-house programming, reconfiguration of existing systems into split systems running different analysis software, and extensive training. In addition, market research has indicated there is no other known manufacturer that produces a detector base capable of meeting these requirements. The North American Industry Classification System (NAICS) code for this procurement is 334519. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the closing date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
