- The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with Systems Planning Corporation to refurbish the Metratek (NRL SAR) synthetic aperture radar. System Planning Corporation is the only source that has personnel and expertise (previous personnel of Metratek) with the unique capability to ascertain the required refurbishment. Required delivery of the SAR is three (3) months, Reponses to this notice of intent to negotiate with Systems Planning Corporation should be submitted no later than 45 days from date of synopsis. Submitted responses shall include but are not restricted to the following: Previous experience in the development of the Metratek CDA-200 WINSAR control and acquisition unit, company and personnel qualifications.
