Description
This is a request for information (RFI) in the form of a call for academic papers/presentations and exhibits from industry for potential use/delivery at the upcoming Multinational Concept Development and Experimentation (CDE) Conference in Berlin, Germany. There will be no formal request for proposals or other solicitation regarding this announcement. It is not anticipated that information other than that provided within this RFI will be disseminated. This announcement is being sent in anticipation of the Multinational Concept Development and Experimentation Conference being held in Berlin, Germany, 8-9 November 2005. The conference is co-sponsored by US Joint Forces Command (USJFCOM) Joint Experimentation Directorate (J9) and Headquarters, Supreme Allied Command Transformation (HQ SACT) (NATO) and co-hosted by the German Joint Staff and the Bundeswehr Transformation Center. The purpose of the conference is to provide a venue where NATO and non-NATO allies and international partners can share information and discuss best practices in the areas of concept development and experimentation which support transformation of their respective armed forces. The theme of this year's conference is: building CDE partnerships to meet future international security challenges. The participation of the joint staff, US combatant commands, services and key allies and international partners is requested and welcome. It is anticipated that representatives from as many as 27 nations will be in attendance. This Announcement is requesting the submission and presentation of papers which address the following issues: a. The Benefits and Limitations of Modeling and Simulation in CD&E b. The Use of Military-Industrial Test Beds for CD&E c. Engaging the Interagency Community on CD&E d. The Elements of Effective CD&E Partnering from a National Perspective e. What Rapid Prototyping Was Successful in Real World Operations? f. Is Multinational CD&E Meeting the Challenges of Asymmetrical Threats? g. What Interoperability Improvements in the NRF is CD&E Responsible For? h. What is the Role of Interagency Interaction in Conflict Prevention? Submissions, if selected, are to be presented at the Multinational CDE Conference in Berlin, Germany, 8-9 November 2005. Selected presenters are expected to cover their own expenses for travel and accommodations. The conference is being held at the Hilton Berlin (www.hilton.com). Conference reservation code and registration information will be provided with notification of acceptance of papers. There is no explicit/implicit government funding or future contracts associated with the acceptance of papers/presenters. Company exhibits/kiosks are also being considered. Specifics on display size and locations within the Hilton Berlin are available upon request. DISCLAIMER: The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. The Government will not pay for any expenses for participation in the Multinational CDE Conference. This RFI is issued solely for information gathering and for planning purposes only and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Again, responders are solely responsible for all expenses associated with responding to this RFI and with participation, if selected, in the Multinational CDE Conference. INSTRUCTIONS FOR SUBMISSION OF PROPOSED PAPERS AND/OR EXHIBITS. The following process is established for the submission of papers and/or exhibits under this RFI. Those wishing to submit a paper or exhibit for presentation must provide a one page executive summary of the proposed paper and/or exhibit to the USJFCOM J9 point of contact (POC) not later than (NLT) 31 August 2005. In addition to an executive summary of the proposed paper and/or exhibit, describing its relevance to the CDE issues indicated above, the executive summary must contain the following information: full name, position and company represented, a postal mailing address, telephone number and e-mail address. Authors of papers selected to be presented will be notified NLT 14 September 2005. The executive summaries may be sent to the POC by fax, e-mail or standard mail. Papers selected for presentation will be approximately 20 minutes in length when read, and will be scholarly in format containing footnotes or endnotes, and appropriate bibliographic citations. A copy of each paper presented will be provided to the conference sponsors for inclusion in the conference proceedings upon arrival in Berlin. All papers presented by US personnel must be marked unclassified and approved for public release; distribution unlimited IAW DOD Directive 5230.24 distribution statement A. Paper presenters are permitted to use other media formats during their presentation. One copy of media material used during a presentation will be provided to the conference sponsors for inclusion in the conference proceedings. The Government reserves the right to select all, some, or none of the initial papers received.
