- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) website located at http://neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase on a Sole Source Basis from Ahura Corporation, Wilmington, MA, one (1) First Defender Hand Held Raman Spectrometer with built in library. This Spectrometer must be portable; able to identify materials in less than 30 seconds; must be capable of accurate identification of chemicals to include Chemical Warfare Agents, explosives, powders, and narcotics. The system must have been independently tested for its effectiveness against ! chemical agents by the US Army, must be able to identify materials in either free air, contained in a plastic bag or contained in glass vials; self contained with a built in computer requiring no outside components to function; must be able to function in a temperature range of -20C to +40C; must have a rechargeable battery with 5 hours of operational time; must be Mil 810F shockproof; waterproof and ruggedized; next day loaner availability, and a 24-hour support line. Award is to be made under Simplified Acquisition Procedures (FAR 13) on an all or none basis. The NAICS code is 334516. The FSC code is 6630. Pricing will be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the solicitation with any applicable amendments will be ava! ilable on the World Wide Web at http://www.nswc.navy.mil.supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments.
